Se for demoiselle-infra : /opt/demoiselle/tool/maven-repo/org/apache/maven/maven-artifact/2.0.6/
Compare com http://repo.maven.apache.org/maven2/org/apache/maven/maven-artifact/2.0.6/

Experimente fazer um "Update Project"  (alt+f5) do menu do Maven no Eclipse, e marque a opção "Force Update of Snapshots/Releases".
